Objective: Junior Non-Key Expert – Gender Specialist to be assigned to Activity 1.2. Developing policies activation of social welfare beneficiaries, improving their motivation and incentives for work (LFS beneficiaries, unemployed, inactive, people leaving institutions and foster families, people experiencing violence); Activity 1.2.5. Development of proposals for new policies, measures, programmes and services for activation of inactive persons in labour market in Montenegro.

Key Tasks: 

Activity 1.2.5

Supporting TL/KE1 and SNKE Gender Specialist in preparing report on the position of women in the Montenegrin  labour market, namely: 

• Collecting and reviewing statistical and other relevant data and labour market analysis available;
• Assisting with the qualitative research based on the methodology developed
• Processing the survey data collected;
• Elaboration, clarification and analysis of the data;
• Reviewing relevant labour market analysis 

Duration: This assignment will span 15 working days, from 9^th to 27^th June 2025 

Deliverables:

Activity 1.2.5

• Relevant labour market data and analysis collected and reviewed

• Qualitative research conducted.

• Analysis of the responses to the survey data prepared.

Requirements:

A JNKE is required for the job with the following qualifications and skills.

General requirements

• University degree (where a degree has been awarded on completion of four years study in a university or equivalent institution) in the fields relevant to this ToR
• At least 5 years of working experience
• Fluency in written and spoken English
• Advanced computer skills; proficiency in MS Word, Excel, PowerPoint.
• Good communication skills
• Good analytical skills 

Specific requirement

• At least 3 years of professional experience in the field of labour market area or other projects related to ToR
• Experience in collecting and formulating gender responsive indicators and sex disaggregated data

Desirable requirement

• Knowledge of the local language 

• Practical experience gained from working in Montenegro.
