The National Housing Crisis Task Force (which includes Atlanta's Mayor Andre Dickens, Frank Fernandez and Joshua Humphries has launched "From Crisis to Transformation: A Federal Housing Policy Agenda" on the eve of #ElectionDay. This bipartisan Task Force, convened by the Nowak Metro Finance Lab at Drexel University and Accelerator for America, calls on the federal government to lead decisively, restructure programs to boost housing production and preservation, remove regulatory barriers, and support the creation of an additional 750,000 new units annually. The agenda outlines 40 critical reforms that will support renters, reduce homelessness, bolster homeownership, and drive innovation in housing. The Metro Atlanta Chamber put revitalizing downtown, improving public safety and ending homelessness in the city’s core at the top of its agenda in 2025 as downtown sees not only a historic wave of investment but also megawatt events that will shine international spotlights on Georgia’s capital city. The call to support revitalizing downtown into a vibrant, 24-hour community with ample housing comes as Atlanta will play host to the college football national championship in January, World Cup matches in 2026 and several other marquee events in the next five years. The chamber held its 165th annual meeting Thursday at the Georgia Freight Depot, the oldest building in downtown, where the region’s business leaders gathered to discuss key priorities within this plan, which included addressing the city’s unsheltered population and boosting the housing supply. To secure funding for the construction of additional improvements along Peachtree Boulevard, the Board authorized submitting a Georgia Transportation Infrastructure Bank (GTIB) application. GTIB is a state-funded program that provides loans and grants to close funding gaps for transportation projects. Since the CID has already funded the design for the Phase 2 improvements, the project is well-positioned to qualify for gap funding to complete construction. The application deadline is in mid-January. This opportunity marks significant progress in strengthening connectivity to commercial districts and improving safety. 𝗪𝗮𝗹𝗹𝗮𝗰𝗲 𝗠𝗼𝗻𝘁𝗴𝗼𝗺𝗲𝗿𝘆 (𝗪𝗠), as a subconsultant to 𝗖𝗘𝗦 𝗖𝗼𝗻𝘀𝘂𝗹𝘁𝗶𝗻𝗴, 𝗟𝗟𝗖 (𝗖𝗘𝗦), provided Responsible Charge Engineer oversight for the first phase of this federally-funded and locally-administered Community Revitalization Project in the City of Norfolk featuring the redevelopment of three previous 1950’s era public housing communities adjacent to downtown. Utilizing a multi-million-dollar federal grant, a new mixed-use/mixed-income community has been designed with pedestrian access, sustainability, and resiliency in mind. Phase 1 consisted of the demolition of existing structures, extensive utility relocation including water, sewer, electrical, and communications facilities, drainage installation, and general site preparation for the construction of roadways, infrastructure, and building pads in Phase 2. Future phases will include the construction of a resilient 26-acre park to manage flooding in the low-lying community designed to avoid placement of new construction within the bounds of former natural creek beds. When complete, the project will provide a mix of homes, town homes, and multi-family housing alongside new office and retail space. Historical and cultural exhibits featuring interpretive art and gathering spaces will be a key hallmark of the final project. The administration of federal BUILD grant projects to a direct recipient is fraught with challenges including the reality that the traditional VDOT locally administered processes do not specifically apply. Requirements for materials compliance, design approvals, authorization to award, change management, and federal reimbursement are largely at the consideration of an FHWA Area Engineer. Given the relatively young age of the BUILD grant program, requirements pertaining to these critical areas of project management and administration are vague and loosely defined. The WM Responsible Charge Engineer, in tandem with the Project Construction Manager from CES, developed project specific processes based on VDOT and federal experience that enabled the locality to receive authorization to proceed with award and ultimately complete Phase 1 of the project while design and advertisement of Phase 2 was underway.

NEW Report! HUD OIG’s Review of The Status of Puerto Rico’s Electrical System Enhancement Efforts. The Puerto Rico Department of Housing (PRDOH) budgeted most of its $1.93 billion disaster recovery funds for its two main electrical grid programs: (1) $500 million for the Energy Grid Rehabilitation and Reconstruction Cost Share Program, and (2) $1.3 billion for the Electrical Power Reliability and Resilience Program. PRDOH launched both electrical grid programs in 2023, and both programs are in their early implementation stages. As of July 12, 2024, PRDOH had spent less than 1 percent of its total budget for both programs – only $179,761 of $1.93 billion. NEW IN BALTIMORE CITY - TENANT OPPORTUNITY TO PURCHASE ACT Effective April 13, 2024, the City of Baltimore has enacted a new Tenant Opportunity to Purchase Act related to single-family dwelling units (the “Act”). It repeals and replaces in its entirety Baltimore City’s long-standing “Tenant’s Right of First Refusal” statute. The Act provides that, before a landlord can sell a single-family dwelling unit, the landlord must give any tenant the opportunity to purchase the unit. Highlights of the Act: -applies to single-family dwelling units -requires landlords to provide tenants with a written offer of sale prior to offering the single-family dwelling unit for sale to another party -the written offer of sale must be delivered (by first-class mail or hand-delivery) to tenants and to the Commissioner of the Department of Housing and Community Development -tenants have 14 calendar days from receipt of offer of sale to provide a statement of interest to the landlord and an additional 14 calendar days from the date of submission of the statement of interest to accept the offer of sale by submitting a written contract to the landlord -requires landlords to file in Land Records (with the Deed) and with the Commissioner of the Baltimore City Department of Housing and Community Development an affidavit certifying that the requirements of the Act have been met -where the affidavit of compliance is filed as required by the Act, the rights and title of third-party transferees and the transferees’ heirs, successors and assign are free of any restriction or claim arising in favor of a tenant under the Act -the rights of tenants under the Act are not assignable There are a number of exemptions under the Act including, but not limited to: • transfers to spouses, children, parents, siblings and in-laws of the landlord • transfers by personal representative from a decedent’s estate made in the course of administration of the estate • gifts to religious and charitable tax-exempt donees • transfers to government agencies • mortgages and deeds of trust • deed in lieu of foreclosure Contact us for more information - [email protected] or (888) 486-5511.
